Cricket Canada has officially submitted what it describes as a ‘comprehensive’ plan of action as it seeks the swift reinstatement of its suspended ICC membership. This move follows the International Cricket Council’s (ICC) decision earlier this week to suspend Canada’s associate status due to significant failures in meeting membership obligations, following an earlier freeze on funding.

Addressing Structural and Financial Concerns

The ICC’s intervention stems from a routine compliance review that highlighted deep-seated concerns regarding Cricket Canada’s governance structures, financial oversight, and various administrative processes. The suspension serves as the climax to a highly turbulent period for Canadian cricket, marked by internal instability and controversial leadership appointments.

A significant factor in the ICC’s scrutiny was the tenure of former CEO Salman Khan. Khan’s appointment faced intense criticism for his failure to disclose prior criminal charges; he is currently facing allegations of theft and fraud brought by the Calgary Police, claims which he has denied. Following this chaotic period, the organization underwent a leadership change, with Arvinder Khosa elected as board president in May to head a newly formed nine-person board of directors.

The Burden of Legacy Issues

The current board of directors is eager to distance the organization from its recent past. Bhavjit Jauhar, the chief operating officer, emphasized that the vast majority of the problems identified by the ICC are rooted in historical practices that pre-date the current administration. According to Jauhar, the new board has inherited these legacy issues and is now tasked with implementing necessary corrective reforms to ensure full compliance with global standards.

To facilitate this transition, Cricket Canada has developed a detailed corrective and preventative action plan. This document provides a thorough analysis of previous financial and governance missteps and outlines a clear roadmap of short and long-term measures designed to satisfy ICC requirements.

Investigation and Oversight

Beyond the administrative reforms, the organization faces challenges on the investigative front. Cricket Canada is currently subject to an ongoing corruption probe by the ICC’s anti-corruption unit, triggered by a match against New Zealand during the T20 World Cup earlier this year. Furthermore, the sport is grappling with the fallout from leaked audio recordings involving former coach Khurram Chohan, which suggest that previous board members exerted undue pressure regarding player selection.

In response to these allegations, the new board has established an independent committee led by lawyer Dasha Peregoudova. This committee has been granted unrestricted access to all personnel, financial records, and internal documentation. The mandate is clear: identify the roots of the current troubles and provide interim recommendations within two weeks, followed by a comprehensive final report within 45 days.

Cricket Canada is now preparing to work closely with the ICC’s normalization committee, which includes influential figures such as Cricket Australia chair Mike Baird and ICC deputy chair Imran Khwaja. While Jauhar admitted that the suspension was unexpected given the proactive steps already taken, he confirmed that the board fully respects the ICC’s decision.

The current focus remains on accelerating the reform mandate. By strengthening governance, financial oversight, and internal reporting systems, Cricket Canada hopes to demonstrate its commitment to the integrity of the sport.
